Needs are increasing qualitatively (and depending on region-al demographic developments  also quantitatively) and ser-vices are increasingly concentrated in urban areas -> rural areas must organize collective measures and at the same time maintain a cross-cutting approach -> developing ser-vices individually is too costly -> a global approach based on the regional/inter-municipal planning and pooling of services should be preferred including neighboring territories (val-leys, watersheds, intermunicipal structures), combining dif-ferent services and improving the accessibility of services of general interest
