**Schéma de Cohérence Territoriale (Scheme of Territorial Cohesion)**

The Schéma de Cohérence Territoriale (SCOT) is the central tool for the design and implementation of an inter-municipal strategic planning process, at the scale of population catchment areas or functional urban areas, within the wider framework of a sustainable development project ([[territorial project]]).

The documents comprise
  * a **report** based on territorial observation, surveys and an environmental evaluation
  * the **sustainable development project** (projet d’aménagement et de développement durables, **PADD**)
  * the **orientation and objectives document** (document d’orientation et d’objectifs, **DOO**), which is opposable to lower level spatial plans, documents and projects
