Alpine territory has various functions of general interest  -> important natural resources & ecosystem services for different scales and populations, also for Europe in general, notably water reservoir, biodiversity. tourism and recreation, as well as important European transport arteries -> functions of protection and those connected to ecological balance, and as an area of tourism and recreation can justify appropriate support measures -> market prices can be ascribed to the users of Alpine resources and services provided in the general interest can be recompensed
