Schéma de Cohérence Territoriale (Scheme of Territorial Cohesion)
The Schéma de Cohérence Territoriale (SCOT) is the central tool for the design and implementation of an inter-municipal strategic planning process, at the scale of population catchment areas or functional urban areas, within the wider framework of a sustainable development project (territorial project).
The documents comprise
a report based on territorial observation, surveys and an environmental evaluation
the sustainable development project (projet d’aménagement et de développement durables, PADD)
the orientation and objectives document (document d’orientation et d’objectifs, DOO), which is opposable to lower level spatial plans, documents and projects
