 +The applicability of the instruments listed in the guidelines may be subject to restrictions in some cases, which are based on federal or national differences of e.g. legal planning system, different systems of municipal funding. This concerns in particular the (legal) ways of organizing the implementation of intermunicipal commercial location development. This does not apply for tool of analysis, methods and process for evaluation. Guidelines are specifically addressed on how to apply and adapt inter-municipal CLD strategies to other local/​regional challengers,​ conditions and potentials. ​
