Schéma de Cohérence Territoriale (Scheme of Territorial Cohesion)
The Schéma de Cohérence Territoriale (SCOT) is the central tool for the design and implementation of an inter-municipal strategic planning process, at the scale of population catchment areas or functional urban areas, within the wider framework of a sustainable development project (territorial project).
The documents comprise
- a report based on territorial observation, surveys and environmental evaluations
- the sustainable development project (projet d’aménagement et de développement durables, PADD)
- the orientation and objectives document (document d’orientation et d’objectifs, DOO), which is opposable to lower level spatial plans, documents and projects
